About the Digital Governance Scorecard

Introduction

The Digital Governance Scorecard is a citizen-driven initiative to measure and improve e-governance services in the Philippines.

This platform empowers Filipino citizens to rate their experiences with Local Government Units (LGUs) and National Government Agencies (NGAs) based on internationally recognized digital governance standards.

The 8 Pillars of Digital Governance

1. Leadership

Clear commitment and vision from government leadership to drive digital transformation and prioritize e-governance initiatives.

2. Legal & Policy Framework

Comprehensive laws, policies, and regulations that enable digital governance while protecting citizen rights and data privacy.

3. Infrastructure

Reliable and accessible digital infrastructure including internet connectivity, hardware, and software systems that support online services.

4. Digital Services

Availability of online government services that allow citizens to complete transactions efficiently without physical visits.

5. Data Governance

Effective management of government data including interoperability, data sharing, and elimination of redundant data collection.

6. Cybersecurity

Strong security measures to protect government systems and citizen data from cyber threats and unauthorized access.

7. Inclusion & Capacity

Ensuring digital services are accessible to all citizens regardless of technical skills, disabilities, or socioeconomic status.

8. Transparency & Participation

Open access to government information and mechanisms for citizen engagement in decision-making processes.

0 No Information No available information or unable to assess
1 Very Poor Service is severely lacking or non-functional
2 Poor Service exists but has significant problems
