The Digital Governance Scorecard is a citizen-driven assessment tool designed to measure the digital transformation efforts of Local Government Units (LGUs) and National Government Agencies (NGAs) in the Philippines.
Our assessment framework is built around eight key pillars that represent the core components of effective digital governance:
Citizens can select either an LGU or NGA, provide their location information, and then rate the entity based on their personal experiences with its digital services. The rating uses a 0-4 scale:
All responses are anonymous and based on citizen perception. The collected data provides valuable insights into the state of digital governance across the Philippines and helps identify areas for improvement.
